Abstract

This study explores the structural framework of the Fatimid Caliphate 909–1171 CE highlighting its distinctive integration of religious authority with political governance. The research presents an analytical overview of the caliphate’s core institutions, including its political hierarchy, administrative divisions, financial mechanisms, and judicial systems. Initially, the Fatimid caliphs wielded absolute control, serving as both spiritual Imams and temporal rulers. However, as the caliphate evolved, power increasingly shifted to viziers, whose roles were classified into "vizierate of execution" and "vizierate of delegation" based on the level of autonomy they exercised. The study also sheds light on the inclusion of non-Muslims such as Christians and Jews in key administrative and diplomatic positions, reflecting the regime’s pragmatic approach to governance and religious pluralism. Moreover, the analysis examines the functioning of critical state departments dawawin, the financial system driven by land tax khirāj, zakāt and state expenditure, as well as the judiciary based on Ismāʻīlī jurisprudence. Military organization, corruption, hereditary appointments and political instability are also discussed as factors contributing to the state's decline. By synthesizing classical and contemporary sources, this paper reconstructs the sociopolitical model of the Fatimid era and highlights its relevance in discussions on Islamic governance.
